R2-3G
The US government establishes open ended contracts called Indefinite Quantity and Indefinite Delivery IQ/ID contracts. The purpose of these type contracts is to allow Federal organizations to rapidly procure services from commercial vendors.
One of the largest of these IQ/ID contracts is the R2-3G, issued by the U.S. Army Communications-Electronic Command (CECOM). The R2-3G is a five year contract running through July 2015. The contract authorizes cumulative procurements totaling $16.4 Billion. This is not a contract with allocated funds for Federal purchases. It is an expediting vehicle that can be used by Federal organization to rapidly procure products and services, if that organization has the funds available to pay for services procured under the R2-3G contract. It reduces organization protocols to an efficient and time saving step of rapidly filling a need for hardware, software and services.
One of the incumbent holders of the previous issue of this contract is the ARINC Corporation located in Oklahoma City, OK. ARINC is known as a Prime Contractor, since it deals directly with the government contracting office, CECOM, operating out of the Aberdeen Proving Grounds in Maryland. CECOM will manage the contract for the Government. In September of 2010 it was announced that ARINC, along with a number of other Prime Contractors, was one of the winners of the new contract. ADC is one of the small businesses selected as a Teaming Partner with ARINC. As a Team Member of ARINC, ADC can take full advantage of the benefits offered by the R2-3G contract.
How R2-3G works
As mentioned, the purpose of R2-3G is to provide Federal organizations a vehicle for fast procurement of engineering services and limited manufactured products. Custom refurbishment and tooling systems fit this definition. The following procedures defines the steps of a R2-3G procurement.

The buyer identifies a procurement needed by a federal organization.
ADC will be pleased works with the federal organization to define a solution to the need.
The federal organization registers its need with CECOM through the Internet.
ADC notifies ARINC that it has been working with the organization having the need, and wishes to bid on it.
All Prime Contractors see the posted need and have an opportunity to bid on it within 5 days. (Notice the short bid period!)
The Team Members (ADC) submits its quotation to the Prime Contractor (ARINC in our case).
ARINC submits the bid to CECOM contract management services to its subcontractor (ADC).
Within approximately three weeks after the bids are submitted, CECOM will release a Task Order under the R2-3G contract to the winner.
